Open the LUNA sidebar (three dots in the top-left), navigate to Manage Plug-Ins , and use the Plug-In Manager to scan or rescan your VST3 and AU folders.

Luna has a very strict compatibility filter. If a VST3 crashes during scanning, Luna blacklists it. Go to %appdata%\Universal Audio\Luna\ and edit the Blacklist.xml file to remove the offending plugin name, then rescan.
